How to read a TP scheme (before it reads you).

Town-planning schemes are the legal machinery of Dholera. Ten minutes here saves lakhs later.

Every plot pitch in Dholera eventually says the words 'TP scheme'. Most buyers nod. Few know what it means. Since the entire 920 km² region develops through this machinery — Phase 1 alone covers 153 km² across TP1 and TP2 — it's the single highest-value concept a buyer can learn.

A town-planning scheme is how the authority turns scattered farmland into a serviced city without buying all the land. It takes the raw parcels in an area, deducts a share from each (typically for roads, utilities and public space), and 'reconstitutes' what remains into final plots — surveyed, serviced, and legally defined. Owners give up area and receive buildability.

The vocabulary that matters: your 'original plot' is what was owned before the scheme; your 'final plot' is what exists after reconstitution. The deduction percentage between them is set by the scheme. A seller quoting raw acreage without naming the final-plot number and deduction is quoting you a number that will shrink.

The status hierarchy matters even more. A draft scheme is a proposal; a sanctioned scheme is law in waiting; a notified, implemented scheme with final plots demarcated on the ground is the only stage where what you see is what you own. Prices climb that ladder — and so does certainty. The discount on earlier stages is real, and so is the reason for it.

What we check, always: that the plot sits inside a notified scheme; that the final-plot number matches the scheme record, not the brochure map; that the deduction has already been applied to the quoted area; and that the scheme's zoning permits the use you're buying for. All of it is verifiable in public records — which is precisely why the sellers who deserve your money don't mind you checking.
